Only use PayPal to buy things from eBay even if the seller has good reputation, don’t ever use Western Union. The second place in internet that you might want to try is Amazon.com. They have many cheap but new notebooks from different companies. Take notes from eBay and Amazon then compare them with prices from real stores. In the end, I think you can find a new laptop for you with cheap and satisfying price.
