I have a brand new, barely a month old Dell Inspiron 14 laptop. When I plug the charger in, it says…?

“Plugged in, not charging”. It’s stuck at 10%. Is there something I did wrong to cause this? How can I fix it, or do I need to purchase a new battery? Oh, and when I unplug the cord, it immediately shuts down. What can I do? Without losing my 55 page paper and everything else on my computer, preferably?
