Yes, you can install full windows programs onto them.

As for running GTA3, you should be able to run that on there as well. It has very low system requirements to run.

I didn’t see any graphics card information area on the site you linked to. So I did some looking into more information on the netbook, and I found that it will have enough graphics power to be able to run the game. As it has 224 MB video memory, and GTA3 only needs 128 MB to run on the “recommended” settings.
